Are you a seasoned leader with a passion for the post-school education and training (PSET) sector? The Department of Higher Education and Training (DHET) is seeking a dynamic and visionary Director to lead its University Research Support and Policy Development division. This high-impact role is central to shaping the strategic direction of South Africa’s higher education landscape.

About the Role

This senior management position offers a unique opportunity to influence national policy, drive research excellence, and foster innovation within South Africa’s public universities. You will be at the helm of a team of professionals dedicated to developing, reviewing, and implementing policies that strengthen the higher education system.

Key Responsibilities

  • Strategic Policy Leadership: Develop and review policies for various areas of higher education, ensuring they are informed by relevant research and sector needs.
  • Research Excellence: Implement and manage the Research Output Policy and the Creative and Innovation Outputs Policy, including the evaluation of products for subsidy purposes.
  • Stakeholder Engagement: Liaise effectively with university leadership, government bodies, and other key stakeholders on policy development and implementation.
  • International Coordination: Drive policy for the internationalization of South African higher education and provide secretariat support for the Department’s engagements within BRICS, including the BRICS Think Tanks Council and Network University.
  • Programme Oversight: Manage the implementation of the critical Higher Education HIV and AIDS (HEAIDS) programme.
  • Team Management: Lead and manage a team of professionals, fostering an environment of innovation and excellence.

Requirements

The ideal candidate will be a strategic thinker with a proven track record in the sector.

  • A Bachelor’s Degree/Advanced Diploma (NQF 7) in Policy Development or a related field. A postgraduate qualification is a distinct advantage.
  • 5-10 years of relevant work experience in the PSET sector, with at least 5 years at a middle/senior managerial level.
  • Excellent knowledge of the legislative and policy context of the South African higher education system.
  • Deep understanding of research output, innovation policies, and the policy development process.
  • Proven ability to interact and communicate effectively with senior leadership and diverse stakeholders.
  • Competency in MS Office Suite and a valid driver’s license.
  • Knowledge of the Public Finance Management Act (PFMA) will be an advantage.
