About the Role

The National Skills Fund (NSF) is seeking a highly skilled and experienced Deputy Director to lead the monitoring and evaluation of its bursary programs. This senior role is critical in ensuring that NSF-funded bursaries are effectively managed, monitored, and reported on, ultimately contributing to the development of a skilled and capable workforce for South Africa.

Key Requirements

To be considered for this prestigious position, candidates must meet the following criteria:

  • An appropriate Bachelor’s Degree or Advanced Diploma (NQF Level 7) in Public Administration, Human Resources Management, or a related field.
  • A minimum of five (5) years’ work experience in Project Management and managing resources.
  • At least three to five (5) years’ proven work experience at an Assistant Director level or similar.
  • In-depth knowledge of the Public Service and NSF mandates, the education system, and relevant legislation including the Skills Development Act, PFMA, and Public Service Act.
  • Strong skills in strategic leadership, communication, people management, problem-solving, and project management.
  • Excellent computer skills and a valid driver’s licence.
  • Must be willing to travel, work irregular hours, and meet tight deadlines.

Key Responsibilities

The successful candidate will be responsible for a wide range of duties, including:

  • Managing and Monitoring Bursaries: Overseeing the coordination of site visits and the collection of information for reporting on NSF bursaries.
  • Implementation of M&E Framework: Managing the monitoring and evaluation log frame, defining performance indicators, and updating the framework.
  • Reporting: Reviewing monthly reports, developing lessons learned, and ensuring all documentation is submitted for knowledge management.
  • Stakeholder Management: Engaging and maintaining relationships with educational institutions, bursary agencies, and internal NSF stakeholders.
  • Resource Management: Monitoring directorate expenditure, managing employee performance (PMDS), and handling related human resource matters.

Preference will be given to candidates who promote representativity in terms of race, gender, and disability.
