The Department of Communications and Digital Technologies is seeking a highly skilled and motivated individual to fill the permanent position of Deputy Director: Payments and Orders. This is a pivotal role that sits at the heart of the department’s operational efficiency, managing critical functions from warehouse operations to financial compliance.
About the Role
The purpose of this post is to implement Logistics policies and Standard Operating Procedures (SOPs). You will be responsible for managing the warehouse, processing orders, and overseeing payments in strict alignment with key legislative frameworks, including the Public Finance Management Act (PFMA) and Treasury Regulations. This is a leadership position that demands a high level of integrity, strategic thinking, and operational excellence.
Remuneration Package
A competitive all-inclusive annual salary of R896,436 (Level 11). This package comprises a basic salary, the state’s contribution to the Government Employee Pension Fund, a medical fund, and a flexible portion in accordance with applicable rules.
Requirements
To be considered for this role, you must meet the following criteria:
- Qualifications: An undergraduate qualification (NQF level 6) in Business, Commerce, Accounting, Finance, Supply Chain Management, Logistics, or a relevant field. An NQF level 7 qualification will be a distinct advantage.
- Experience: A minimum of five (5) years’ experience in a commercial environment, with at least three (3) years of proven work experience at an Assistant Director level or similar managerial capacity.
- Professional Accreditation: Relevant accreditation such as CFA, AICPA, or CIMA is highly desirable.
- Skills and Competencies: You must possess advanced knowledge and skills in:
- BAS and LOGIS systems
- Treasury Regulations and the PFMA
- Accounting Management, GRAP, and GAAP
- Audit investigation and Risk Management
- Budgeting management and International Financial Reporting Standards (IFRS)
- Assets management
- General management, communication, and teamwork
Key Responsibilities
As the successful candidate, your duties will include:
- Driving the development and implementation of policies, delegations, systems, and processes for logistics and voice/data management.
- Managing the department’s warehouse operations.
- Overseeing the logistics function within Supply Chain Management, specifically the processing of orders and payments for goods and services.
- Managing the invoice receiving and tracking system.
- Maintaining and ensuring the integrity of the LOGIS system.
- Reviewing and monitoring compliance with SCM prescripts, PFMA, Treasury Regulations, and other related legislation.
- Project management, managing financial resources, driving change, and ensuring operational excellence.
