  • Salary: R1,059,105 per annum (Level 12). This all-inclusive package comprises a basic salary, the state’s contribution to the Government Pension Fund, a medical fund, and a flexible portion.

Purpose of the Role

The successful candidate will be tasked with a mission of national importance: to manage and create an enabling environment, policy framework, and strategic reforms. The core objective is to ensure equitable access to digital services and promote an inclusive Postal Bank that serves all South Africans.

Requirements

To be considered for this leadership role, candidates must meet the following criteria:

  • An undergraduate qualification (NQF level 6) in Finance, Economics, Business Administration, or a relevant field.
  • A minimum of five (5) years’ experience in the telecommunication or financial sector.
  • At least three (3) years of proven work experience at an Assistant Director level or similar managerial capacity.

Key Competencies and Skills Required:

  • Advanced knowledge in Policy Development and Implementation, Operational Management, and Financial Management.
  • Proficiency in Data Analysis, Risk Management, and Stakeholder Management.
  • Strong capabilities in Innovation, Change Management, and Regulatory & Compliance Knowledge.
  • Excellent communication, teamwork, and planning skills.

Key Duties and Responsibilities

The Deputy Director will be at the helm of several critical functions:

  • Maintain effective relationships with key stakeholders, including government agencies, financial institutions, and industry partners.
  • Ensure the Postal Bank’s adherence to all regulatory and compliance requirements.
  • Drive the development of policies and oversee the Socio-Economic Impact Assessment (SEIAS) processes.
  • Lead research on financial service trends to support technological innovation and digital transformation.
  • Monitor the strategic, operational, and financial performance of entities to ensure viability and sustainability.
  • Manage international collaborations and partnerships to address complex challenges in the postal financial services sector.
  • Oversee project management, financial resources, and drive operational excellence.
