About the Role

As the Executive Officer, you will be the strategic head of the National Skills Fund. You will be responsible for providing proactive leadership, directing the development of the NSF’s strategy, and ensuring it effectively meets its mandate to finance skills development initiatives across South Africa. This role places you at the heart of economic growth and development, managing a significant budget and interacting with high-level stakeholders.

Key Requirements

To be considered for this prestigious position, you must meet the following criteria:

  • An appropriate NQF level 8 qualification in Finance, Economics, Public Management, or a related field.
  • Admission as a Chartered Accountant (SA) will be a distinct advantage.
  • 8 years of experience at a senior managerial level with extensive expertise in financial management, economic management, and corporate governance.
  • In-depth knowledge of the post-school education and training sector, the NSF’s mandate, and relevant legislative frameworks (e.g., Skills Development Act, PFMA, SDLA).
  • Proven strategic capability, leadership skills, and strong stakeholder engagement acumen.
  • Extensive experience in strategic management, business planning, financial accounting, and project management.
  • Excellent communication, problem-solving, and analytical skills.

Note: All shortlisted candidates for SMS posts will be subjected to a technical exercise and must have completed the SMS Pre-entry Certificate. No appointment will be made without it.

Key Responsibilities

Your duties will be critical to the success of the NSF and include:

  • Providing strategic direction and leadership to the entire National Skills Fund.
  • Directing the development and final approval of the NSF’s Strategic Plan.
  • Providing strategic and policy advice to the Executive Authority and Director-General.
  • Managing the NSF’s financial and physical resources, including mobilizing and allocating funds.
  • Overseeing marketing, branding, and communications activities.
  • Representing the Department on key forums to promote the skills agenda.
  • Managing performance and building a high-performance culture within the team.
  • Ensuring strict adherence to all relevant policies and statutory directives.
