The Western Cape Government Health Department is seeking a dedicated and experienced Senior Personnel Practitioner to specialize in Employee Relations. This is a pivotal role within the Emergency Clinical Services Support unit, offering a chance to contribute to a critical public service while advancing your career in human resources.

Requirements

To be considered for this position, you will need to meet the following criteria:

  • Minimum Education: An appropriate 3-year National Diploma or Degree (or equivalent qualification).
  • Experience: Proven, appropriate experience in Labour Relations within the Public Service context.
  • Inherent Job Requirements:
    • A valid Code B/EB driver’s licence.
    • Willingness to travel as required by the role.
  • Key Competencies and Skills:
    • In-depth understanding and ability to interpret relevant labour relations legislation.
    • Strong interpersonal, negotiation, and conflict management skills.
    • Excellent decision-making and presentation abilities.
    • Capacity to work independently and efficiently under pressure.
    • Superior verbal and written communication skills.

Key Duties and Responsibilities

Your role will be dynamic and impactful, encompassing a wide range of employee relations functions:

  • Handle and manage employee misconduct and grievance matters from inception to resolution.
  • Provide expert advice and guidance to management on misconduct and grievance procedures.
  • Draft comprehensive submissions for mandates and represent the employer as an initiator in disciplinary hearings and arbitrations.
  • Assist with preliminary investigations and prepare thoroughly for conciliation and arbitration processes at the CCMA.
  • Facilitate the effective functioning of the Institutional Mass Labour Committees (IMLCs).
  • Compile detailed Labour Relations statistics and help implement strategic interventions based on the data.
  • Develop and provide appropriate Labour Relations training to employees across the department.
